Can we be happy? I'm speaking for myself here, but my answer is absolutely unequivocally YES!
in Psalms 144:15 it says "...Happy is the people whose God is the Lord."
Try not being happy as you read through Psalms 100 below... 😊
"Make a joyful noise unto the Lord, all ye lands. Serve the Lord with gladness: come before His presence with singing.
